In 1939, Portuguese provocateur Aristedes de Sousa Mendes is consul, responsible for visas in Southern France. When the war breaks out and escalates, thousands of refugees flee in his direction from the German killing machine. The Portuguese government is adamant in keeping its neutrality. De Sousa has to choose: forsake his humanity or disobey direct orders.
